New York Gov. Paterson Promises to Sign Anti-Shackling Bill

Abstract: Today, Governor Paterson appeared before a group of protesters outside of his midtown Manhattan office, where he addressed their calls for his signature on an anti-shackling Bill.  Paterson said he "will sign the bill," prompting anti-shackling organizers to claim that "'We're 90 percent there.'"
