Newsday, August 26, 2009 NY Largely Bans Use of Shackles During Childbirth Abstract: Following through on his promise, New York Gov. David Paterson signed into law a bill that largely bans the use of restraints on inmates during childbirth. Shackling pregnant inmates has been condemned by the American College of Obstetricians and Gynecologists for unnecessarily risking women's health, and New York is now the sixth state to ban the practice.
