New Hampshire's five-person executive council is using its power to cut off funding for Planned Parenthood. One council member said his decision was motivated not only by an aversion to the organization's privately funded abortion services, but also an ideological stance against contraception. The decision is expected to affect an average of 120 low-income women each day.
