Crisis Pregnancy Center Education Project

Crisis pregnancy centers (CPCs) are anti-choice organizations that pose as legitimate reproductive health care facilities in order to intentionally deceive and misinform women about abortion and birth control.

In November, 2014 the U.S. Supreme Court declined to hear an appeal filed by owners of Crisis Pregnancy Centers (CPCs), who opposed New York City’s requirement that CPCs inform women if they do not employ licensed medical providers.

New York City’s CPC law was originally passed in 2011, following the release of a report by NARAL Pro-Choice New York detailing how CPCs pose as full-service reproductive health care facilities in order to spread anti-choice propaganda and manipulate women to try to prevent them from choosing abortion.

The New York City ordinance requires CPCs to disclose (1) whether they have a licensed medical provider on staff; (2) that the NYC DOH encourages women who are or may be pregnant to consult with a licensed provider; and (3) whether they provide or refer for abortion, EC, or prenatal care. Additionally, the law requires CPCs to abide by standard confidentiality practices, since medical privacy laws do not apply to CPCs. 

"This is a commonsense measure that safeguards women from CPCs’ deceptive practices and helps pregnant women to make fully informed decisions about their care,” said NARAL Pro-Choice New York President Andrea Miller. "We are grateful that the Supreme Court left in place an important disclosure requirement which, coupled with protections for women’s confidentiality, is important to ensure that New York City women seeking the full range of reproductive health care services receive timely and medically appropriate care.”

CPCs in New York City
In response to growing concerns about the harmful practices used by CPCs across the country, we conducted an undercover investigation of the CPCs in New York. In 2010, based on this findings of this year-long investigation, we released a report, entitled "She Said Abortion Could Cause Breast Cancer:" A Report on the Lies, Manipulations, and Privacy Violations of Crisis Pregnancy Centers, on the deceptive and manipulative practices of CPCs in New York City.
